Sacramento Homeless Housing Needs Get a Boost From Health Net and Others

On Tuesday, August 8, the Sacramento Board of Supervisors approved Sacramento County to accept the Housing and Homeless Incentive Program (HHIP) funding from Sacramento Medi-Cal managed care plans (MCPs). This included a substantial grant from Health Net. The Board’s approval allows for increased funding to Sacramento County’s Landlord and Assistance Program (LEAP).
LEAP works to relieve urgent housing needs of the homeless – with a long-term goal of finding answers to the ongoing issues linked to housing. And Health Net is proud to be a part of this effort. Of the $2,580,000 pooled by the Sacramento MCPs (Health Net, Anthem, Aetna, Kaiser Permanente and Molina) to support LEAP, Health Net granted $636,214.
The funding increase will help LEAP to serve an extra 100 households each year – on top of the 150 households already funded. Money will also be used to expand landlord incentives, and to help people in LEAP conquer barriers and gain access to stable housing.
“The County has already seen positive outcomes through LEAP." Said Emily Halcon, director of Homeless Services and Housing “We're thrilled to partner with our local health plans to increase the opportunity for stability for people who are unhoused."
- Secure low-cost housing for clients
- Provide client and landlord level tenancy
- Support house matching and landlord education
- Enhance the strength of both voucher and subsidy programs that address housing concerns
- Boost other housing-related efforts to support homeless people
Health Net’s work with the Sacramento County to help bring this program to reality has proven to be a rewarding endeavor.
“Sacramento County has been an incredible leader, collaborator and partner in implementing the state's California Advancing and Innovating Medi-Cal (CalAIM) initiative,” said Martha Santana-Chin, president of Medi-Cal and Medicare at Health Net.
